ABOUT THE ACADEMY

 

The history of the Academy dates since May 1995. Regional offices in Dnepropetrovsk, Lviv, Odessa, and Kharkiv started functioning the same year and attained the status of regional institutions in 2001.

Today Academy is a leading IV accreditation level institution in higher education system of training, retraining and advanced training of civil servants and local government officials.

During its existence the Academy has made considerable progress in education and research development. Since the NAPA's founding - 6752 pupils are training in order to obtain professional qualification or academic degree (including 5822 students, 589 P.Gs, 60 doctoral candidates and 281 PhD candidates), also 2265 students are training in regional institutions, oriented for civil service.

Annually circa 20 000 public servants improve their skills and become more efficient in walls of the National Academy of Public Administration of the President of Ukraine.

For seventeen years, the Academy increased its scientific and pedagogic potential. As of January 1st, 2012 - 11 schools (including 3 - in Kiev), 59 departments (18 - in Kiev) provided the educational and research process, established at Distance Learning Centre - innovative educational technologies dep., IT management , libraries, publishing houses and other training, research, organizational, managerial, economic and business units.

Today the Academy offers the "Civil Management" Master's training in 11 specialties ("Public Management", "Society Development", "Public Policy and Management", "Regional Management", "Local Governance", "Public Administration", "Public Management in Health Care", "Public Management in Education", "Public Management in National Security", "Electronic governance", "Parliamentarism and Parliamentary Activity") and other 48 specializations.

Annually the Academy holds student admissions for full-time, evening-correspondence time, correspondence and distance education.

Since 1995, The Academy has graduated approximately 19000 Masters, including more than 13000 - by public order, more than 7000 bachelors and specialists. NAPA has already provided training in foreign countries for more than 2 thousand of postgraduate students, teachers and academic staff.

However, other essential peculiarity of the Academy is ensuring high qualification of scientific and pedagogical personnel. For that matter NAPA established six specialized academic councils, post-graduate and doctoral courses. Since current facilities operate (January 1st, 2010) the academicians defended 483 theses, of which 66 - PhD, and 417 -PhD candidate of Public Management.

Today the Academy created all conditions for superior and modern education. Regular improvement of technical base for educational bodies and dormitories are the implicit evidence for that. In order to improve educational process, NAPA runs the latest information and communication technologies, has recently established new library including the newly implemented electronic catalog.

The Distance Learning Centre was established with international technical assistance of the World Bank and the Government of Canada, functioning originally as the first Development Learning Network in Eurasian Global region. In order to develop distance education in Ukraine, the Centre and departments of NAPA mutually conduct researches, advisory, development and implementation of the latest distance learning technologies.

The Academy cooperates with foreign and international institutions from 34 countries worldwide in order to integrate to European and global educational network, make use of world achievements in PA, renovate training systems and programmes. Today the Academy is a member of the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee), International Institute of Administrative Sciences (IIAS), the European Association for Public Administration Accreditation (EAPAA).

During 17 years the Academy has gained high prestige in the system of higher government bodies of Ukraine, reaffirmed leadership in development of theory and methodology of public management, achieved astonishing results in fulfilling main tasks - to train highly qualified personnel for civil management and local governance, to accelerate the establishment of administrative and political elite. Among the graduates of NAPA: 42 deputies of Ukraine, including 23 deputies of VI convocation, 3 ministers, 5 deputy ministers, 5 deputy mayors, 18 deputy heads of regional administrations and state committees of Ukraine, 3 Vice-Presidents of the Autonomous Republic of Crimea, 5 ministers, 14 deputies, 3 heads and 8 deputy heads of committees of the Autonomous Republic of Crimea.

The Academy recently aims to strengthen its role in training professional managers of new generation, capable to do their work competently, efficiently for Ukraine to develop as a democratic, lawful and social state, to open paths and contribute the integration into the global community.

The great impetus for Academy's further development was the approval of Law of Ukraine on November 17, 2011 № 4050-VI "On Civil Service", the adoption of decrees of the President of Ukraine on February 1, 2012 № 45/2012 "On the strategy of personnel policy for 2012 - 2020", on March 12, 2012 № 187/2012 "On the National Action Plan for 2012 to implement the programme of economic reforms in 2010 - 2014 "Prosperous society, competitive economy, and effective state", on December 9, 2011 № 1110/2011 "Matter of reforming the National Academy of Public Administration of the President of Ukraine" et cetera.

The Concept of Reforming the Academy, approved by the President of Ukraine, dated December 9, 2011 № 1110/2011 is intended to strengthen the role of NAPA in the development of public management as a discipline and establish theoretical and methodological principles of public personnel policy via:

  • improving the studies on issues related to public management renovation, and its staffing;
  • founding the annual national scientific conference on issues related to public management and local governance, with participation of government officials, domestic and foreign scientists;
  • improving the training for P.G's and doctoral candidates;
  • strengthening cooperation with qualification improvement centres for state and local government officials, heads of government facilities, also with specialized academic councils of other schools, which hold the Public Management PhD thesis defense.

The institutional development of the Academy is intended to solve all these issues. The institutional changes have begun in 2011. A new structure was introduced via reorganizing main educational, organizational and administrative units. To clear the distinction between teaching staff of higher and middle management levels, the establishment of new educational and research institutions was initiated within NAPA:

Institute "Higher School of Public Administration" serves for the purpose to create the presidential personnel reserve "New Elite of the Nation". Institute "Higher School of Public Administration" will hold an admission for most talented youth - graduates of national and foreign universities, civil servants;

The Higher Executive Institute - training for senior managers of 1-3 categories of civil servants;

Kiev Institute of Public Administration will carry training for masters in "Public Management" for 4-7 categories civil servants of industry orientation in specific areas of social management: National Security, Health, Regional Government, Local Government, Education;

Institute "Higher School of Public Administration" - a unique, created by NAPA and Ukraine's only educational institute, projected to form a new elite civil service. Training for young professionals will be carried in three specializations: "Democratic Governance", "European cooperation", "Regional development". A series of training courses will be taught in English.

Training of managers for modern civil service at the Academy comes with the introduction of an consistent practice-oriented training system for civil servants and local government officials.

Graduates of the Academy represent a new generation of specialists in civil service. Skills and knowledge which were obtained during the training are necessary for the establishment of a genuine democracy, social justice, rights, freedoms, and sustainable developments based on international and European standards.
