ABOUT THE NATIONAL ACADEMY
National Academy for Public Administration under the President of Ukraine (hereafter - National Academy) is the main higher educational establishment in the system of training, in-service training and advance training of civil servants and local self-government officials in Ukraine.
The Ukrainian Academy for Public Administration under the President of Ukraine was created under the Decree of the President of Ukraine №398 as of May 30th, 1995.
In 1996 the local branches of the Ukrainian Academy for Public Administration under the President of Ukraine opened in Dnipropetrovsk, Lviv, Odesa and Kharkiv and in 2001 they were granted a status of regional institutes.
Taking into consideration its weighty contribution into the development of public administration in Ukraine as well as nationwide and international recognition of the results of its activity, the Ukrainian Academy for Public Administration under the President of Ukraine was granted a status of the National and was subsequently renamed as the National Academy for Public Administration under the President of Ukraine under the Decree of the President of Ukraine №869 as of August 21st, 2003.
The Decree of the President of Ukraine №1110/2011 "Issues of Reforming the National Academy for Public Administration under the President of Ukraine" as of December 9th, 2011 became a strong impulse for further development of the National Academy. Under this Decree the Concept of Reforming the National Academy was approved. In execution of this Decree (Decree of the President of Ukraine №471 as of August 14th, 2012) the new educational and research institutes were founded as parts of the National Academy with the goal of more clean-cut separation of training for administrative authorities of higher and middle ranks.

Over the years of its activity the National Academy has achieved considerable success in the establishment and development of educational and research sphere of Public Administration. As of January 1st, 2014 6979 persons (including 6202 students, 520 postgraduate students, 61 doctoral candidates and 196 candidates for a Candidate of Sciences degree) have been undergoing professional training with the goal of obtaining either an educational and qualification level or a scientific degree and 1865 students have been undergoing training in Regional Institutes of Public Administration of the National Academy on the academic programs which are professionally oriented for the civil service and work in local self-government bodies. Each year close to 20 thousand administrators are improving the level of their professional competence in the In-Service Training Institute for Senior Executives and in In-Service Training Centers of Regional Institutes of Public Administration.
During the period of its functioning the National Academy has been augmenting its academic, educational and research potential. As of January 1st, 2014 the structure of the institution presupposed the provision of educational and research process by 3 educational and research institutes (Kyiv), In-Service Training Institute for Senior Executives, Institute of Issues in Public Administration and Local Self-Governance as well as 4 Regional Institutes of Public Administration in Dnipropetrovsk, Lviv, Odesa and Kharkiv, 8 Departments, 58 Chairs (19 of those in Kyiv). The following departments and units have been created to provide for the administrative functioning of the National Academy (Kyiv): Department of Academic Affairs, Department of Fundamental and Empirical Research, Department of Training of Scientific, Educational and Research Personnel, Department of Information Technologies created on the basis of the Center for Distance Learning of the Department of Innovative Education Technologies, Department of Organizational Support, International Relations Department, Department of Publishing Activity, Department of Financial Planning, Accounting and Reporting, General Service Department; Personnel and Civil Service Unit, Legal Unit, Unit of Strategic Planning, Unit of Information and Analytical Support, Admissions and Graduate Placement Unit, Public Relations Unit, Information and Library Support Unit, Presidium Activity Support Unit.
Educational and research potential of the National Academy is represented by 664 scientific, educational and research employees, including 187 Doctors of Sciences, Professors and 437 Candidates of Sciences, Assistant Professors. More than 170 Ukrainian and international professionals in the sphere of public administration, experienced executives, including state administrative officials of high rank, are taking part in the teaching process each year.
Currently the National Academy is offering Master-degree training in the sphere of public administration according to 11 specialties ("Public Administration", "Social Development Management", "Public Policy and Management", "Regional Governance", "Local Self-Governance", "Public Administration (Public Management)", "Public Health Administration", "Public Administration in Education", "Public Administration in National Security", "Electronic Governance", "Parliamentarianism and Parliamentary Activities") and 53 specializations.
Each year the National Academy recruits students for full-time, part-time, evening and distance learning modes of study.
Since 1995, close to 21 thousand students have undergone Master-degree training in the National Academy, more than 14 thousand of those - by government contract, more than 7 thousand Bachelor-degree and Specialist-degree students. The National Academy has secured international internships for more than 2,5 thousand graduate and postgraduate students, doctoral candidates, educators and academics of the institution.
Scientific component is an important dimension of activity of the National Academy. It is focused upon:
During the years of existence of the National Academy close to 700 monographs, more than 220 textbooks and more than 1200 manuals were published by the researchers with the goal of scientific support provision of the process of training, in-service training and advance training of civil servants and local self-government officials.
Training of highly qualified educational and research staff is considered to be a valued dimension of the activity of the National Academy. Postgraduate studies in the institution are accomplished through postgraduate and doctoral programmes as well as through the activity of six specialized academic councils. In the total time of their functioning (as of January 1st, 2014) 855 dissertations have been defended, including 128 doctoral dissertations and 727 dissertations for a Candidate of Sciences degree. Currently the part of the dissertations defended in the National Academy and its regional institutes constitutes 60% of the total number of the dissertations approved for thesis defense.
Currently all the conditions for getting modern quality education are created in the National Academy. Material and technical resources of academic buildings and dormitories are constantly updated. In order to enhance the effectiveness of the learning process and utilization of new information and communication technologies, a new library with a modern electronic catalogue was opened in the National Academy.
The Distance Learning Centre was established in the institution with international technical assistance of the World Bank and the Government of Canada (today it is the Department of Innovative Educational Technologies). It became the first Development Learning Network Center in Eurasian Global region. In order to provide for the development of distance learning in Ukraine, the Department of Innovative Educational Technologies together with the Chairs of the National Academy holds scientific research, provides consultancy, develops and implements new ways and technologies of distance learning.
The National Academy holds partnership relations with 254 foreign and international institutions from 48 countries worldwide and takes part in implementation of 59 international projects and programs with the goal of integration of the National Academy into the European and global education area, utilization of global achievements in public administration and bringing existent educational systems and curriculums of the National Academy up to date.
As of today the National Academy is member to 4 international organizations: Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee), Global Development Learning Network of the World Bank (GDLN), International Institute of Administrative Sciences (IIAS) and European Association for Public Administration Accreditation (EAPAA).
Through the years of its activity the National Academy has gained sizable gravitas with the system of higher state government bodies of Ukraine. It has established its leadership role in the development of theory and methodology of public administration. It has also achieved significant results in the advancement of its mission - training of highly efficient personnel for public administration and local self-governance as well as brining up state administrative and political elite.
Among the graduates of the National Academy are 63 people's deputies of Ukraine, including 27 deputies of VII convocation (6 of those were elected as deputies of Ukraine of VI convocation), Deputy Prime Minister of the Cabinet of Ministers of Ukraine, Representative of the President of Ukraine to Verkhovna Rada, Authorized Representative of the President of Ukraine for Children's Rights, Head of the Secretariat of Human Rights Commissioner of Verkhovna Rada of Ukraine, Assistant Secretary of National Safety and Security Council of Ukraine, 3 ministers, 4 first deputy-ministers, 5 deputy ministers, Head of the National Agency of Ukraine for Civil Service, Head of the State Emergency Service of Ukraine, 5 heads and 43 deputy heads of regional offices of state government bodies, 241 heads and 312 deputy heads of district offices of state government bodies, 8 heads and 16 deputy heads of regional councils, 166 heads and 110 deputy heads of district councils, 118 heads of city councils.
Current development of the National Academy is targeted upon strengthening of its role in the system of training a new generation of professional administrators who would have the capacity to perform their duties with competency and quality to assure the development of Ukraine as a democratic, law-governed and social state and its integration into the global community.
Training of modern managers for public administration in the National Academy is achieved through the implementation of comprehensive practice-oriented system of training of civil servants and local self-government officials.
Graduates of the National Academy represent the new generation of public administration specialists. Modern knowledge and skills, gained in the training process, are necessary for the establishment of real democracy, social justice, enforcement of human rights and freedoms and sustainable development according to the global and European standards.
Modern educational, research and social welfare infrastructure is created in the institution which allows for successful provision of graduate, postgraduate and doctoral training, scientific, publishing and international activity, in-service training, successful development of new dimensions of activity and making a worthy contribution into the process of integration of Ukraine into the global education area.
