Education for Democratic Citizenship
On June, 23rd in Ukrainian National News Agency "Ukrinform" took place the joined press conference with participation of Yuriy Kovbasuk, President of National Academy, Boris Zhebrovskiy, First Deputy Minister of Science and Education of Ukraine, Oleksandr Pavlichenko, Director of Information Bureau of the Council of Europe in Ukraine and Rolf Gollob, Co-head of the International Projects in Education of Zurich Pedagogical University, expert of the Council has taken place.
Participants of press conference presented the program "Education for democratic citizenship in Ukraine" within the limits of the project "Education for Democratic Citizenship in Ukraine" and also presented manuals of the Council of Europe, for the first time printed in Ukrainian language and adapted for implementation in Ukraine: manual for students and teachers "Living in Democracy", manual for schools heads "Democratic Governance in Schools", and manual for teacher trainers "Tool on Teacher Training for Education for Democratic Citizenship and Human Rights Education" .
The project "Education for Democratic Citizenship in Ukraine" is an initiative of the Ministry of Education and Science of Ukraine, National Academy and Zurich Pedagogical University (Switzerland) started in 2008.
Purpose of the Project is to increase an influence of education on development of civil society and to activate democratic processes in the country. Project is urging to promote an access of students and teachers to information about the main foundations of democratic citizenship in Ukraine.
Rolf Gollob, expert of the Council of Europe, one of the authors of manuals and Co-head of the Project from IPE, Zurich Pedagogical University has told that methodical maintenance "Education for Democratic Citizenship" contained practical examples, actual for both - for the countries of Europe and for Ukraine. Manuals are devoted to such themes as human rights, freedom and responsibility, equality, variety, and democratic governance in schools.
First Deputy Minister of Education and Science Boris Zhebrovsky said: "Project, implemented by the National Academy and Zurich Pedagogical University, has involved the network of schools, system of teacher training institutions and system of training of top managers for education, as well as the general public into building of democratic environment in education. Translation and adaptation of manuals on Education for Democratic Citizenship for all levels of teachers and students is a starting point for the further implementation. The prime task for Ukrainian education today is support of institute of human rights in our country, which gives the chance to bring up conscious, responsible, active citizens of our society".
"National Academy, as the main institution responsible for training of public servants in Ukraine, has an obligation to implement the basic knowledge about democracy and to form democratic competences, - pointed out Yuriy Kovbasuk, the President of National Academy. - NAPA became the platform for research of materials on civic education and human rights, it has united scientists, public servants, school heads and teachers for development of concepts and recommendations on implementation of governmental educational policy for democracy development in Ukraine ".
He also emphasized that it is important to understand that "Education for Democratic Citizenship" - is not the separate subject, but the joint system for functioning of school, family, society, public authorities for education and formation of democratic citizen.
Nataliia Protasova, Head of the Department of Educational Management of the National Academy, the Head of the Project in Ukraine, told that during the current phase of the Project new module for students of National Academy "Managements of Changes in Education" will be developed and implemented, the two-day seminar for dissemination of materials will be organized. It is also planed to carry out two scientific exchanges of experts and to initiate dissemination of EDC/HRE materials in educational institutions, and in sphere of public administration.
